A fatal accident occurred on loop 101 in Glendale, AZ, resulting in the death of 64-year-old Vincente Catellanos Rodriguez from Tollescon. He was hit by a vehicle while crossing the West Valley freeway on-ramp. The Arizona Department of Public Safety reported the incident at approximately 5:15 a.m. on the westbound Loop 101 on-ramp at 35th Avenue. Investigators reported that Rodriguez tried to cross the on-ramp to access a specific construction zone on the north shoulder of the freeway. While traversing the roadways, a vehicle approaching from the opposite direction collided with him. Emergency medical technicians carried Rodriguez to a healthcare facility, where he eventually succumbed to his wounds. DPS verified that the individual who hit him stayed on the scene, collaborated with the police, and is not under arrest. The on-ramp remained shut for several hours while the investigation was ongoing. Rodriguez was working for a nearby construction firm that was involved in freeway enhancement projects in the region. Summary of the Loop 101 accident. When a worker is hit in a construction area, investigators examine both traffic regulations and workplace safety laws. The Construction Zone Safety Law mandates that drivers exercise increased caution, lower their speed, and follow signs or flaggers in specified work zones. Drivers should be especially cautious when workers are near traffic, even in non-designated areas. The Pedestrian Roadway Law could also be relevant, as it regulates pedestrian activity in places not intended for walking.
