All northbound lanes on Highway 99 remained closed for several hours before reopening just after 4 p.m. CHP stated: Opinion on the Highway 99 Collision. When a deadly crash involving commercial vehicles happens on a major highway, investigators examine traffic safety regulations to identify potential contributing factors, avoiding premature conclusions. These reviews are routine and emphasize roadway conditions, vehicle movement, and driver behavior. If speeding is suspected, investigators may review the Basic Speed Law.
