A crash on Highway 99 near Clinton Avenue led to the death of 25-year-old Manuel Flores from Fresno, halting northbound traffic. The California Highway Patrol reported that they were notified around 10:30 p.m. to reports of a person on foot in the slower lane of northbound Highway 99, just south of Clinton Avenue. Before the officers arrived, Flores was hit by a semi-truck towing a trailer. Despite the efforts of emergency personnel to save his life, he was declared dead at the scene. The truck driver, a 21-year-old male, stayed at the scene and worked with investigators. Authorities shut down all northbound lanes for several hours while the CHP carried out an investigation on-site. Officials indicated that it is still unclear whether drugs or alcohol contributed to the deadly accident, and toxicology test results are awaiting analysis. Summary of the Highway 99 Collision. When a pedestrian is hit on a major highway, investigators look into various important traffic laws to assess responsibility and contributing factors. The Pedestrian Roadway Law forbids pedestrians from walking on or within freeway lanes unless it’s an emergency or they have permission from authorities. Additionally, the Duty to Exercise Due Care Law is applicable as well. This necessitates that drivers stay alert and take all sensible measures to prevent striking a pedestrian. Additionally, investigators will examine the Basic Speed Law.
